Scope: Results are mixed regarding how decentralization affects equity in many sectors, including education. Decentralization is a complicated intervention. This session attempts to generate implementation strategies by exploring why, how and when decentralization influences equity in education. Three cases – from The Netherlands, Indonesia and Korea – will focus on children with disabilities, out-of-school children and children from multicultural backgrounds, respectively, and present the contexts in which decentralized systems support equitable access and learning. This session is intended for policy-makers, government officials, and those who are interested in developing an equity-enhancing system such as decentralization.
