Session 3B: Equity-Based Budgeting and Decentralization of Financial System for Reducing Inequalities
Scope: To ensure equity and quality across education systems, budgeting and financial strategies are crucial. This session explores some of the case studies on how the governments, in collaboration with educational stakeholders, allocate their educational budget to support equity in education. In this session, country experiences will be shared on how the United Kingdom, New Zealand, the Philippines, and Thailand establish and implement equity-based budgeting mechanisms to financially support the most needed schools and marginalized students in their respective countries. Several efficient budgeting models, including the school deprivation index development, and the local area-based funding will also be discussed. This session is suitable for policy-makers, government officials, and anyone interested in equity-based financing.
